What colleges offer the best study abroad programs?

I'd like to pursue a degree in international studies and languages, and am very interested in studying abroad. What colleges, particularly in New York state, offer the best study abroad programs? PS: I am interested in Study Abroad programs that offer financial aid as well.

2. I'm not sure with colleges offer the best program. But there are programs not affliated with schools that you can still get school credit for. Such as Studiesabroad.com, which is the one I used this summer when I went to Costa Rica. If you have any more Qs, email me and I'll be glad to answer them.
